BISP Introduces Interoperability in Digital Wallet Payments: Withdraw Funds from Any of 6 Partner Banks
The Benazir Income Support Programme has introduced BISP digital wallet interoperability, a major upgrade that lets women beneficiaries withdraw their payments through authorised retailers of six partner banks anywhere in Pakistan. BISP Chairperson Senator Rubina Khalid announced the initiative during a live E-Kacheri held at the programme’s headquarters on Tuesday, saying the new system removes the old restrictions that tied women to a specific city or bank.
Under BISP digital wallet interoperability, a beneficiary who receives her quarterly payment into her Social Protection Wallet can now cash it out from any authorised agent of the participating banks, no matter which district she lives in or travels to. The move is one of the biggest changes to how Pakistan’s flagship social protection payments are delivered, and it is aimed squarely at cutting travel costs, long queues and the dependence on agents that women have faced for years.
What BISP Digital Wallet Interoperability Means
The core idea of BISP digital wallet interoperability is simple: your money is no longer locked to one bank’s network. Once BISP deposits the quarterly assistance into your wallet and you receive the payment confirmation SMS, you can walk into any authorised retailer of any of the six partner banks — in your home city or any other city — and withdraw the full amount.
This matters because the old payment system forced women to travel back to designated payment centres or their home district, spend hours in queues, and often lose money to middlemen. Speaking at a recent nationwide training session in Lahore, BISP Additional Secretary Dr. Asmat Nawaz said the BISP digital wallet interoperability system would reduce dependence on fixed payment points, lower travel costs and make access to payments far easier for beneficiaries in every corner of the country.
The digital wallet system has been introduced on the directives of President Asif Ali Zardari and Prime Minister Muhammad Shehbaz Sharif, and officials say the goal is payments that are secure, transparent and fully under each woman’s own control.
Six Partner Banks, One National Network
According to BISP, the six partner institutions behind BISP digital wallet interoperability are HBL, Habib Microfinance, Bank Alfalah, Telenor Microfinance Bank, the Bank of Punjab and Mobilink/Jazz Bank. Authorised retailers and agents of all six banks are part of the interoperable network, so a beneficiary is never restricted to a single bank’s agent again.
The practical effect is wide. A woman whose wallet is linked to one network’s SIM can still withdraw through another partner bank’s authorised agent if that is closer to her home. Cash withdrawal carries a fixed service charge of Rs 280, while online transfers and Raast transfers remain free. The message from BISP is consistent: the wallet follows the woman, not the other way round.
During the E-Kacheri, the chairperson listened to complaints from 28 callers from across the country and directed the relevant officials to resolve their concerns on a priority basis. She also urged beneficiaries to collect their free Benazir SIMs only from BISP offices and to keep their payment confirmation messages as records of their transactions.
How the Social Protection Wallet Works
The BISP digital wallet interoperability upgrade sits on top of the Social Protection Wallet that BISP has been rolling out to eligible women. Under this system, each eligible woman is issued a dedicated mobile SIM free of charge, linked against her Computerised National Identity Card (CNIC), and her digital wallet is connected to that SIM.
A key feature of the wallet is that no smartphone is required. The free SIM works in an ordinary feature phone, which means women without smartphones are not excluded. The wallet also replaced the old limited-mandate account system, under which funds had to be withdrawn within a fixed period or the money was returned. Under the new system there is no such deadline — beneficiaries can withdraw and use their funds according to their own needs.
To keep things transparent, an automated notification is sent to the beneficiary’s phone every time funds are deposited into the wallet, so she can verify the exact amount transferred. Officials say this reduces the risk of exploitation during the payment process and gives women greater financial independence.
How to Get Your Free Benazir SIM and Activate Your Wallet
BISP has repeatedly stressed that the free Benazir SIM must be collected only from a BISP office or designated site. A SIM bought from a shop, an agent or a third party will not receive payments, no matter what anyone tells you. To collect your SIM, take two things with you: your original CNIC and your own mobile phone.
At the BISP office, a representative of the relevant mobile network operator will insert the SIM into your phone and activate your wallet on the spot. The wallet cannot be used until this activation is complete. The SIM and the activation are completely free — do not pay anyone for them. BISP says wallets had already been opened for 90 per cent of women beneficiaries by August 2026, and the SIM distribution drive continues in districts across the country.
If your CNIC is not linked to a wallet, or your dynamic survey is outdated, your payment may be blocked. In that case, visit your nearest BISP tehsil office with your original CNIC to get the wallet activated and your survey updated.
Safety Rules Every Beneficiary Must Follow
BISP has issued clear safety guidance alongside the BISP digital wallet interoperability launch. Beneficiaries must present their original CNIC and complete biometric verification to withdraw cash — no biometric, no payment. Women have been warned never to hand their mobile phones to retailers or agents during withdrawals, and to keep the confirmation SMS messages safe after receiving or withdrawing funds, since these serve as proof of the transaction.
Dr. Asmat Nawaz has made it clear that any unauthorised deduction from payments will not be tolerated. If an agent demands extra money or cuts your payment, contact the BISP helpline at 0800-26477 or visit your relevant BISP tehsil office immediately to file a complaint. UNICEF’s Social Policy Section has been supporting BISP’s nationwide training and awareness activities for the new digital payment system.
With BISP digital wallet interoperability now in place, the programme’s message is that millions of women across Pakistan can finally access their money on their own terms — from any authorised agent of six partner banks, in any city, with no deadline hanging over them.
