Pakistan and Turkiye are moving to take their brotherly ties into the digital age. Prime Minister Shehbaz Sharif has floated the idea of a dedicated Pakistan Turkiye digital corridor — a framework for deeper cooperation in technology, connectivity and digital infrastructure — during a meeting with Turkcell chief executive Ali Taha Koç in Istanbul.
The meeting, held during the prime minister’s visit to Istanbul, centred on one clear pitch: Pakistan wants Turkiye’s leading telecom operator to become a long-term partner in building the country’s digital future, from 5G rollout to local manufacturing of telecom equipment.
The Pakistan-Turkiye Digital Corridor Explained
According to officials present at the meeting, the proposed corridor is envisioned as a structured partnership to strengthen regional digital connectivity between the two countries. At its heart is a simple idea — that Pakistani and Turkish digital systems should talk to each other seamlessly and securely.
The plan covers three broad pillars: better connectivity across borders, secure cross-border data flows, and the gradual integration of digital infrastructure. For ordinary Pakistanis, that could eventually mean smoother digital services, stronger data protection standards, and new investment flowing into the country’s technology sector.
The prime minister told the Turkcell CEO that Pakistan’s digital landscape is evolving rapidly, and that the government sees technology partnerships as the next big chapter in the Pak-Turkiye relationship — moving beyond traditional trade into the digital economy.
5G Deployment and Spectrum Management in Focus
A major part of the discussion focused on Turkcell 5G expertise. The prime minister invited the Turkish operator to explore collaboration in 5G deployment, network optimisation and spectrum management — areas where Turkiye’s flagship operator has decades of experience.
Pakistan is itself preparing for wider 5G rollout, with the telecom regulator working on spectrum auction plans and city-by-city readiness assessments. Industry watchers say a partner like Turkcell — which has run large-scale 5G pilots and dense urban networks — could help Pakistan avoid common rollout pitfalls around coverage planning and spectrum efficiency.
The two sides also discussed technology transfer arrangements, which would allow Pakistani engineers and institutions to learn directly from Turkish telecom practices rather than simply buying equipment off the shelf.
Turkcell’s Interest in Pakistan’s Tech Ecosystem
Responding to the pitch, Turkcell CEO Ali Taha Koç appreciated Pakistan’s forward-looking digital transformation agenda and expressed keen interest in exploring partnership opportunities. He said the company wants to work closely with Pakistani stakeholders on telecommunications, digital infrastructure and emerging technologies.
The statement matters because Turkcell is not a small player — it is Turkiye’s largest mobile operator and a significant regional technology investor. Its public expression of interest signals that Pakistan’s digital market is being taken seriously by serious operators.
Koç reaffirmed the company’s commitment to developing partnerships that serve the shared economic and technological aspirations of both countries, describing the engagement as mutually beneficial.
Local Manufacturing and Digital Skills Development
Perhaps the most consequential part of the meeting was the prime minister’s push for local manufacturing of telecommunications equipment. Pakistan currently imports the bulk of its network hardware; building even part of that supply chain at home would create jobs and reduce import dependence.
Alongside manufacturing, the two sides discussed software development partnerships, digital skills training and capacity building. Pakistan produces hundreds of thousands of IT graduates and freelancers, and the government is keen to channel that talent into higher-value work — from network engineering to product development.
The prime minister said such cooperation would strengthen Pakistan’s technology ecosystem while generating fresh opportunities for innovation, employment and sustainable growth.
Investment-Friendly Environment and SIFC Support
To reassure the Turkish side, the prime minister underlined his government’s commitment to a transparent, predictable and investment-friendly business environment. He pointed to the Special Investment Facilitation Council (SIFC) as the one-window mechanism for strategic investments in high-value sectors, particularly information and communication technologies.
The SIFC has become the government’s main vehicle for courting foreign direct investment in IT, and its involvement suggests the Turkcell engagement is being treated as a priority file rather than a ceremonial meeting.
What This Means for Pakistan’s Digital Future
For now, the Pakistan Turkiye digital corridor remains a vision rather than a signed agreement — no funding figures, timelines or specific projects were announced. But the direction is unmistakable: Pakistan is actively shopping for heavyweight technology partners, and Turkiye is near the top of the list.
If even part of the vision materialises — 5G know-how, local equipment manufacturing, and trained Pakistani engineers working on world-class networks — it could meaningfully accelerate the country’s digital transformation. The coming months will show whether today’s handshake in Istanbul turns into contracts on the ground.
