Pakistan is set to launch a national “Super App” that will put government services and document verification in citizens’ pockets, Federal IT Minister Shaza Fatima Khawaja announced at the Indus AI Week event in Karachi on 4 November 2026. The app is meant to end long queues and repeated visits to government offices — from NADRA centres to the Higher Education Commission.
“In developed countries, citizens can access all government services from a mobile phone,” the minister said, as she told the gathering in Karachi. “We will strive to provide similar facilities in the coming years.” She also revealed that digital IDs will work inside the Super App, letting citizens verify personal data and official documents online instead of carrying paper files from office to office.
What the Super App will do

The app’s core idea is simple: one secure application on a citizen’s phone that delivers government services and allows digital verification of documents. According to the minister, it will cut the need for in-person visits to government offices, including NADRA and the HEC, and let citizens access services securely through their mobile devices.
The announcement sits inside the prime minister’s Digital Nation Pakistan vision, the wider programme to strengthen digital infrastructure, modernise governance and attract investment through the Special Investment Facilitation Council. Earlier reporting on the Super App project described how the idea grew out of NADRA’s work under the World Bank-funded Digital Economy Enhancement Project, which is already digitising federal services — so the minister’s announcement moves a long-planned concept closer to the citizen’s phone.
Digital IDs and the National AI Policy

Alongside the app, the government is preparing to launch digital IDs that will function inside the Super App. These will let citizens verify their identity, personal data and official documents online — a shift the minister says will cut red tape rather than add to it.
“This initiative will reduce bureaucratic hurdles, save time, and enhance transparency while enabling citizens to interact with government institutions efficiently,” Khawaja said.
The minister also said Pakistan has entered the implementation phase of its first-ever National Artificial Intelligence Policy. The digital ID and Super App announcements are among the first concrete pieces of that policy reaching ordinary citizens, alongside Pakistan’s sovereign AI cloud — the domestic compute infrastructure the government launched late last year to keep sensitive data inside the country.
The 7,000-student backdrop and a $1 billion AI push

The setting was as striking as the announcement. The Indus AI Week event in Karachi drew more than 7,000 students, who had gathered for an AI training entrance test — a reminder of just how much young demand exists for tech skills in Pakistan.
Addressing them, the minister urged young Pakistanis to become creators and innovators rather than just consumers of technology. She pointed to the prime minister’s pledge, made at the opening of Indus AI Week, to invest $1 billion in artificial intelligence by 2030 — including training one million children and offering 1,000 international PhD scholarships.
Where Pakistan’s digital drive stands

The numbers behind the rhetoric are strengthening. The country’s ICT exports hit a record $437 million in December 2025, up 23 percent month-on-month and 26 percent year-on-year, and the government keeps positioning Pakistan as a serious participant in the global technology economy.
There is no confirmed launch date for the Super App yet — the minister’s announcement was a plan, not a release — and questions like which existing apps it will absorb remain unanswered. But with the National AI Policy in its implementation phase, digital IDs on the way and a record tech-export year behind it, Pakistan’s digital-governance push has rarely looked this busy.
