Balakrishnan Arrives in Islamabad Today
ISLAMABAD — Singapore’s Minister for Foreign Affairs, Dr Vivian Balakrishnan, is in Islamabad today, Friday 30 October 2026, on an official visit at the invitation of Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar. The Foreign Office announced the visit on Thursday, describing it as a high-level engagement between the two countries.
During the visit, Dar and Balakrishnan will hold bilateral talks covering the full range of Pakistan-Singapore relations and exchange views on regional and global developments of mutual interest. The Singaporean minister is also scheduled to call on Pakistan’s senior leadership during his stay.
The announcement itself came on Thursday, when the Foreign Office confirmed that Balakrishnan would travel to Pakistan at Dar’s invitation. The timing is deliberate: holding the visit in the 60th anniversary year turns a routine bilateral engagement into a milestone review of the entire relationship.
Disaster-Management Pact on the Table
A concrete outcome is expected from the talks: the two sides will exchange a memorandum of understanding on cooperation in disaster management between Pakistan’s National Disaster Management Authority (NDMA) and the Singapore Civil Defence Force (SCDF). The pact would open a channel for sharing training, expertise and emergency-response practices between the two agencies.
Officials on both sides have framed the agreement as a practical step rather than a ceremonial gesture — disaster preparedness is one area where Singapore’s highly regarded civil defence apparatus has experience Pakistan’s emergency authorities can draw on.
Sixty Years of Pakistan-Singapore Ties
The visit carries extra weight because it coincides with the 60th anniversary of the establishment of diplomatic relations between Pakistan and Singapore, which date back to 1965. It also comes ahead of Singapore’s assumption of the ASEAN chairmanship in 2027, a point the Foreign Office specifically highlighted.
The two countries have maintained steady engagement in recent years. In May this year, Dar last spoke to Balakrishnan to request Singapore’s support in facilitating the welfare and repatriation of 11 Pakistanis and 20 Iranians aboard vessels seized by the United States — a sign that the relationship regularly touches practical, citizen-level issues alongside the formal diplomacy.
Singapore has long been one of Pakistan’s key partners in Southeast Asia — a relationship built on trade, education links and a shared interest in regional stability. The Foreign Office’s emphasis on the upcoming ASEAN chairmanship signals that Islamabad sees the visit as more than bilateral housekeeping: with Singapore set to steer the regional bloc’s agenda in 2027, today’s conversations could shape Pakistan’s engagement with the wider ASEAN region.
What the Visit Could Mean for AI and Trade

Technology is also part of the conversation. Reports indicate that the visit’s programme includes a look at Pakistan’s progress in artificial intelligence, with a scheduled visit to the National Center of Artificial Intelligence (NCAI) at the National University of Sciences and Technology (NUST) in Islamabad, according to taazataren.com. Broader reporting on the visit notes that the talks will explore cooperation on digital infrastructure and professional training.
Trade and investment round out the agenda. Finance Minister Muhammad Aurangzeb separately met the Saudi ambassador on Thursday to court investment — but with Singapore, the conversation is about deepening an already institutionalised partnership: delegation-level talks, a working disaster-management pact, and follow-up technical exchanges rather than first-time introductions.
Beyond the disaster-management pact, officials say the talks will explore cooperation on digital infrastructure, professional training and climate-resilience measures — areas where Singapore’s expertise and Pakistan’s scale could complement each other. Technical teams are expected to follow up with concrete proposals, turning today’s political signals into workable projects.
Details of any further agreements are expected after the talks and the joint press engagements later today.
