If you would love to study in Europe but the fees feel impossible, Hungary deserves a serious place on your list. The Stipendium Hungaricum scholarship has helped thousands of international students — including many Pakistanis — complete degrees in the heart of Europe with their tuition covered. The next round, for studies starting in September 2027, has not opened yet, but the smartest applicants are the ones who prepare before the announcement appears. This guide explains, honestly and step by step, what we know, what is still to be confirmed, and how you can be ready.
What Is Stipendium Hungaricum?
Stipendium Hungaricum is the Hungarian government’s scholarship programme. It is coordinated by the Tempus Public Foundation and offers study at Hungarian universities across a wide range of fields. Pakistan is one of the programme’s sending partner countries, and in Pakistan the Higher Education Commission — HEC — is the nominating authority. That partnership is important, because it shapes how Pakistani applicants must apply, as you will see below.
What the Scholarship Covers
The award is generous and covers the essentials of student life:
- Full tuition fees for your study programme — your study is tuition-free
- A monthly stipend to contribute towards your living costs
- Accommodation support
- Medical insurance
We are deliberately not printing specific amounts in forints here. Those figures are set in each year’s official call, and quoting last year’s numbers as if they were confirmed for 2027/28 would mislead you. When the new call is published, check the exact amounts there and plan your family budget around the official figures.
The programme supports bachelor’s, master’s, one-tier master’s (long integrated degrees), doctoral and certain non-degree programmes — worth exploring on the official study finder.
Honest Status: The 2027/28 Call Is Not Out Yet
Let us be completely straight with you, because dates matter and rumours cause real harm. As of late October 2026, the official call for the 2027/28 round has not been published yet. Any website or agent giving you an exact confirmed deadline for this round is getting ahead of the facts.
What we can tell you is the programme’s established annual pattern. Applications usually open in November and close in mid-January. For example, the previous 2026/27 round opened in mid-November 2025 and closed on 15 January 2026, for studies that began in September 2026. Following that same cycle, the 2027/28 round would be for studies starting in September 2027.
Please treat November and mid-January as a planning guide, not a promise. When the call appears, confirm the exact opening and closing dates yourself on the official Stipendium Hungaricum website and on HEC’s website. A five-minute check on the official pages is worth more than a dozen forwarded messages.
The Most Important Rule: You Must Apply Twice
If you remember only one thing from this article, remember this. Pakistani candidates must apply on both systems:
- The Hungarian online application system for Stipendium Hungaricum, and
- The HEC portal in Pakistan
Applications submitted on only one of the two are not considered. Every year, capable students miss out for this simple reason — they complete one application beautifully and never finish the other. Do not let that be your story.
Also note the timing detail from the last round: HEC’s portal closed at 4 pm Pakistan time on the deadline day. Deadlines like this are unforgiving, and portals can slow down under last-day traffic. Aim to submit both applications several days early, keep screenshots and confirmation emails, and never plan to apply on the final afternoon.
Choosing Your Programmes and What Happens Next
In your application, you choose up to two study programmes, listed in order of preference. Choose thoughtfully. Your first choice should be the programme you truly want most and genuinely qualify for; your second should be a realistic alternative you would still be happy to accept.
After applications close, the process moves in stages. First, partner nomination takes place through HEC. Then, nominated candidates face entrance examinations or interviews held by the Hungarian universities themselves, roughly between March and May. Final results are generally announced around June to July.
Basic Eligibility: Who Can Apply?
While the full eligibility rules will come with the official call, the programme’s basic requirements are well established:
- You must be at least 18 years old by 31 August of the year your studies start
- You must hold the previous qualification for your level — a school-leaving certificate for bachelor’s entry, a bachelor’s degree for a master’s, and a master’s degree for doctoral study
- You must meet the language requirement of your chosen programme
On language, requirements vary by university and programme. Many programmes accept an English proficiency certificate issued by your own institution, confirming you can study in English. Others ask for a recognised test such as IELTS or TOEFL. Check the exact requirement for your two chosen programmes early, so that if a test is needed, you have time to book and prepare for it.
How to Prepare Now for a November Opening
You cannot submit an application that does not exist yet — but you can do almost all the hard work in advance. Use these weeks wisely:
- Get attestations done early: Have your transcripts and degrees attested by IBCC and HEC as applicable. Attestation queues grow painfully once a call opens.
- Draft your motivation letter: Write a clear, honest letter explaining why you chose Hungary, why those two programmes, and what you plan to do with the degree. Draft it now; polish it later.
- Prepare your supporting documents: A medical certificate and a clear copy of your passport are typically needed — arrange them before the rush.
- Shortlist two programmes: Use the official study finder to compare universities, cities and entry requirements, and settle on your two preferences.
- Organise a folder: Keep digital scans of everything in one clearly named folder, so uploading takes minutes, not days.
A Final Word of Encouragement
A European degree on a full scholarship is not reserved for students from wealthy families or famous schools. It is built, step by step, by ordinary students who read the rules carefully, prepare early and apply completely — on both portals. Let that be you this year.
Keep an eye on the official programme website for the 2027/28 call and full details: stipendiumhungaricum.hu, and cross-check the Pakistani process on hec.gov.pk when the announcement appears. We will update our coverage when the call is officially published — until then, prepare well and apply with confidence.
