Pakistan National Assembly 2026: Members, Sessions and Powers

The Pakistan National Assembly is the lower house of the country’s bicameral Parliament and the heart of federal legislation. As of 15 October 2026, the 16th National Assembly is in session in the Parliament House in Islamabad, with members elected in the general election of 8 February 2024. This guide explains how many members sit in the house, who presides over it, how sessions run and what powers the assembly holds.
Pakistan National Assembly Members: 336 Seats
The Pakistan National Assembly has 336 members. Of these, 266 are elected directly on general seats through a first-past-the-post vote, 60 are women elected on reserved seats allocated to parties in proportion to their general-seat strength, and 10 are members of religious minorities on reserved seats. This composition was set by the Constitution after the 25th Amendment merged the former tribal areas into Khyber Pakhtunkhwa.
Following the February 2024 election, the house produced a coalition government. The Pakistan Muslim League (Nawaz) emerged as the largest party, and with the support of the Pakistan Peoples Party and smaller allies it formed the federal government, while PTI-backed independents joined the Sunni Ittehad Council to sit as the opposition bloc. The house’s five-year term runs until 2029 unless dissolved earlier on the prime minister’s advice.
Speaker and Presiding Officers
The Pakistan National Assembly is presided over by the Speaker, who is elected by the members. Sardar Ayaz Sadiq of the PML-N has been Speaker since 1 March 2024, when he secured 199 votes against his rival’s 91. The Deputy Speaker is Ghulam Mustafa Shah of the PPP, elected under the PML-N–PPP power-sharing understanding. The Speaker regulates debate, decides points of order, certifies money bills and represents the house in parliamentary diplomacy.
Recent sessions have shown the Speaker’s office managing sharp political divisions. On 14 October 2026, Speaker Sadiq presided over a debate in which the house endorsed the imposition of emergency in Khyber Pakhtunkhwa on security grounds, while also praising government-opposition dialogue efforts. Parliamentary business continues under the Rules of Procedure and Conduct of Business of the National Assembly, 2007.
Legislative Powers and Functions
The Pakistan National Assembly exercises the core legislative powers of the federation. Ordinary bills may originate in either house and become law after passage by both and assent of the president. Money bills — including the annual federal budget — can originate only in the National Assembly, giving it primacy over public finance. Article 73 of the Constitution requires the president’s recommendation for money bills and limits the Senate to making recommendations within fourteen days.
Beyond lawmaking, the house holds the government to account through question hour, adjournment motions, calling-attention notices and the work of standing committees that shadow each federal ministry. It also elects the prime minister: the member who commands the confidence of the majority of the 336 members becomes Leader of the House. A vote of no-confidence against a prime minister can only be moved and decided in the National Assembly.
How Sessions of the National Assembly Work
The president summons, prorogues and dissolves the National Assembly on the prime minister’s advice, and the house must meet for at least 130 working days in each parliamentary year. Sessions begin with the recitation from the Holy Quran, followed by the national anthem, question hour, and then legislative business. A quorum of one-fourth of the total membership — 84 members — is required for the house to transact business.
Joint sittings of the two houses resolve deadlocks on bills other than money bills: if a bill passed by one house is rejected by the other, the president may summon a joint session where a simple majority of members present and voting decides. The proceedings are telecast and published in the official record, and visitors may observe from the public gallery with permission.
