Pakistan’s $15 Billion IT Export Dream Heads to Norway: P@SHA Pitches Nordic Tech Leaders

Pakistan’s technology industry has set its sights on a new frontier — one that is cold, wealthy and among the most digitised markets on the planet. The Pakistan Software Houses Association (P@SHA) led a delegation of around 30 technology leaders, founders and innovators to Oslo Innovation Week 2026 in Norway, a four-day visit designed to open new business leads for Pakistani firms across the Nordic region, according to Digital Pakistan.

The visit is a deliberate step in P@SHA’s Strategy 2031, an industry plan that aims to triple the country’s information technology exports to $15 billion by fiscal year 2031. For context, Pakistan’s IT and IT-enabled services exports reached a record USD 4.6 billion in FY2025-26 — the highest annual figure in the sector’s history, according to P@SHA’s own 2025-26 annual progress report. Tripling that number within five years is an ambitious target, and Oslo was chosen as the stage to make the pitch.

The delegation was led by Kheezran Khan, P@SHA’s Director of Marketing and Outreach, and engaged directly with Norway’s wider innovation ecosystem. With more than 100 specialised sessions on the programme, the Pakistani participants connected with organisations working in artificial intelligence, deep technology, clean technology, health technology and the blue economy.

The meetings were substantive. On day two, according to Digital Pakistan, the group was invited to the Norwegian Parliament, where Member of Parliament Farukh Qureshi welcomed the participants and Fredrik Syversen of TEK Norge — the Norwegian technology industry association — helped open the session. ProAsiatic reported separately that the delegation held meetings with Norwegian investors, business leaders and policymakers focused on collaboration in information technology, artificial intelligence and deep technology, with the discussions covering potential joint ventures, investment opportunities and partnerships for Pakistani technology companies in Oslo and the wider Nordic region.

The Pakistani side pitched what it does best: capabilities in artificial intelligence, software engineering, enterprise automation and green technology. ProAsiatic reported that Dr Shoaib Ahmed Khan said Pakistani engineering talent received positive recognition during Oslo Innovation Week, reflecting the potential of local technology companies to compete in international markets.

Strategy 2031: The $15 Billion Export Target

The Oslo visit sits inside a much bigger ambition. P@SHA’s Strategy 2031 frames the Norway trip as a stepping stone toward tripling the IT sector’s export contribution to $15 billion by FY2031, Digital Pakistan reported. It is not a new number in Pakistan’s tech debate — IT Minister Shaza Fatima Khawaja has also publicly committed to a $15 billion software export goal, with the sector currently standing around the $4.6 billion mark — but P@SHA is now positioning its own industry roadshow as the delivery vehicle.

The strategy matters because Pakistan’s IT sector has repeatedly run into the same ceilings: access to markets, talent, capital and best practices. A Nordic push tackles the market-access side directly. Norway is wealthy, deeply digitised and hungry for technology partnerships, and the Oslo Innovation Week format — hundreds of sessions across AI, deep tech and clean tech — put Pakistani founders in the same rooms as European investors and policymakers who write the cheques and shape the regulation.

Pakistan’s embassy in Norway notes that P@SHA’s earlier 2023 visit to Oslo Innovation Week had already started successful business negotiations, suggesting this is a repeat campaign with an existing pipeline rather than a one-off trip.

From $4.6 Billion to $15 Billion: What Happens Next

No deals, investment figures or signed agreements were announced from the visit — this was a lead-generation mission, not a closing ceremony. What P@SHA has committed to is follow-through: the association says it will carry the work forward through its Brand and Global Outreach and Digital Export and Growth committees, converting the Oslo connections into formal agreements, business partnerships and investment opportunities.

The target itself is formidable. Moving from a record $4.6 billion to $15 billion means adding more than $10 billion in new annual export revenue within five years — roughly the combined effect of the government’s digital-asset push and headline projects like the one where HugoBank went live in Pakistan as the country’s first digital bank deployment. It will take sustained market access, stable tax policy and the kind of steady international visibility that the Oslo roadshow is designed to build.

Whether the Nordics become a meaningful new market for Pakistani software remains to be seen. But for an industry that has long talked about diversification beyond its traditional clients, walking into the Norwegian Parliament with 30 founders in tow is a statement of intent — and a sign that Pakistan’s $15 billion IT dream is being taken, quite literally, to Europe.
