Traffic Police Begin Issuing Court Summons to Digital Challan Defaulters

If you have been ignoring a digital traffic challan, a court summons may now be on its way to your door. Traffic police have started sending formal court summons to citizens who have failed to pay their pending digital challans — including drivers who tried to dodge the fines by obtaining a new CNIC or driving licence instead of clearing their dues.

According to traffic police officials cited in media reports, the enforcement system for digital challans works on a strict timeline. If a digital challan is not paid within ten days, the original fine amount is doubled. After that deadline passes, the unresolved challan is transferred to the relevant court — and now, rather than waiting for defaulters to turn up, police are proactively sending court summons to bring them in.

The scale of non-payment is what has pushed the authorities to act. Police say the number of pending digital challans and confiscated documents has reached nearly 800,000. That is an enormous backlog of unpaid fines, and officials say many citizens have deliberately avoided approaching the courts to retrieve their confiscated documents because they know the fines waiting for them have doubled.

Digital challans are issued through camera-based and electronic monitoring systems that record traffic violations such as over-speeding, signal jumping and other offences. Unlike the old paper challans, they are logged centrally against the vehicle’s registration, which is supposed to make them impossible to ignore. In practice, thousands of drivers have simply left them unpaid.

New CNICs and licences will not help

One of the most pointed parts of the new crackdown is that it closes a popular escape route. Officials say some citizens obtained a fresh CNIC or a new driving licence instead of paying their outstanding fines, apparently believing that a new document would erase the old penalties.

The summons drive makes that assumption costly. Because digital challans are tied to vehicle registrations and central records, a new identity document does not wipe the slate clean. The summonses now being issued will direct those citizens to pay their challans and collect their confiscated documents anyway — and anyone who fails to pay even after receiving a summons will face stricter legal action, officials warned.

A court summons is not just another fine notice. It is a formal legal direction requiring the recipient to settle the outstanding challan and retrieve any confiscated documents from the court. Ignoring it is a far riskier proposition than ignoring the original fine: officials say stricter legal consequences follow for those who fail to pay after a summons has been issued.

If you have a pending digital challan, the message from the authorities is straightforward — pay it within the ten-day window. Once the deadline lapses, the amount doubles automatically, and your case moves to court, where retrieval of confiscated documents becomes a legal process rather than a simple payment.

Checking early and paying on time is now the cheapest and safest option — because the next knock on the door may be a court summons.
