Punjab Himmat Card Guide 2026: Rs. 10,500 Quarterly Stipend for Persons With Disabilities

Living with a disability in Pakistan often means depending on family for every rupee — for medicine, for transport, for the small daily needs nobody else notices. The Punjab Himmat Card was launched by the Government of Punjab to change that, at least in part: a Bank of Punjab ATM card that pays a regular quarterly stipend directly to persons with disabilities who are certified as not fit to work.

This guide is based on the Punjab government’s own Himmat Card page and the Social Welfare and Bait-ul-Maal Department’s verification system. It explains how much is paid, who the card is for, why your disability certificate and DPMIS record matter more than any form, and how to check your status by CNIC.

What Is the Himmat Card and How Much Does It Pay?

The Himmat Card is an ATM card issued through the Bank of Punjab for eligible persons with disabilities (PWDs) in Punjab. According to the Punjab government, each cardholder receives Rs. 10,500 every three months — Rs. 42,000 a year — which can be withdrawn from Bank of Punjab ATMs. The programme aims to reach 85,000 people in three batches: Batch I for 40,000 beneficiaries is completed, Batch II for 25,000 is completed, and Batch III for a further 20,000 is underway, according to the official programme page. Thirty percent of the quota is reserved for women, recognising that women with disabilities face the deepest financial dependence.

Rs. 10,500 a quarter is not a salary, and nobody should pretend otherwise. But it is predictable money in your own name, arriving without having to ask a relative or visit an office each time — and for many cardholders that independence matters as much as the amount.

Who Is Eligible for a Himmat Card?

The card is for persons with disabilities who are assessed as “not fit to work”. In practice, eligibility is built on your official disability record. You must be registered as a person with disability with the Social Welfare Department, hold a disability certificate issued after assessment by the authorised medical board, and have your details recorded in the government’s Disability Persons Management Information System, known as DPMIS. Your CNIC should show a Punjab address. Department guidance shared through the DPMIS system also links eligibility to financial need, including a BISP poverty (PMT) score of 45 or below, and to not already receiving similar regular support from other programmes such as Bait-ul-Maal, Zakat or BISP itself.

Because shortlisting is done from the official disability database, there is no separate “Himmat Card form” sold or submitted through agents. If your disability registration is complete and current, you are in the pool from which batches are drawn. If it is not, no application trick can substitute for it — the certificate comes first.

Step One: Get Your Disability Certificate and DPMIS Record Right

If you do not yet have a disability certificate, start at your district Social Welfare office or the designated government hospital assessment board for your district. The board examines and certifies the disability, and the Social Welfare Department issues the certificate and records you in DPMIS. Take your CNIC, medical reports and photographs, and make sure the name, CNIC number and mobile number recorded are exactly correct and active — payments and SMS alerts fail quietly when an old mobile number sits in the system.

If you already have a certificate but have never received a card, your next step is the same office: ask staff to confirm that your record is present and updated in DPMIS, including your current address and contact number. Many genuine cases are delayed not by rejection but by stale data.

How to Check Your Himmat Card Status

The Social Welfare Department provides an online verification service. Go to the Himmat Card verification page linked from swd.punjab.gov.pk, open the DPMIS Himmat Card verification form, and enter the 13-digit CNIC of the person with disability — their own CNIC, not a guardian’s. The system shows whether the person is registered and the status of their card and payment.

Two warnings from the official system are worth repeating. If your CNIC has expired, payments can fail; renew it at NADRA and complete biometric verification again where required. And checking is free — never pay anyone to “check” or “activate” a card for you. For help with registration, verification or a payment problem, call the official helpline 1312, or visit your district Social Welfare office in person.

Collecting and Using Your Card

Approved beneficiaries receive their Himmat Card through the Bank of Punjab distribution process for their batch and district, and are informed through official channels. Once you have the card and PIN, the quarterly stipend can be withdrawn from Bank of Punjab ATMs. Keep your PIN private, never hand your card to a shopkeeper or agent to “check the balance”, and if a payment does not arrive in a quarter, verify your status on DPMIS first — an expired CNIC or outdated record is the usual reason — before visiting the bank or calling 1312.
