Pakistan’s federal government has decided to widen the scope of intelligence-based operations against terrorism in Khyber Pakhtunkhwa, following a high-level security review chaired by Prime Minister Shehbaz Sharif in Islamabad.
The decision, reported by sources after Tuesday’s meeting, puts counter-terrorism operations in the province — under a state of emergency and governor’s rule since 11 October — at the centre of the government’s security strategy, with the emphasis on tighter coordination between federal and provincial institutions.
What the Security Meeting Decided

According to sources, the meeting decided to expand the scope of intelligence-based operations (IBOs) in the province and to improve coordination among all relevant institutions, including the federal and provincial governments. The prime minister directed federal and provincial authorities and law enforcement agencies to improve their coordination in tackling security challenges, stressing that relevant institutions should work under a coordinated strategy to establish peace and eliminate terrorism.
Sharif said the federal government was committed to providing all possible cooperation to the people of Khyber Pakhtunkhwa, adding that durable peace in the province and the protection of citizens’ lives and property were national priorities. The News reported the meeting’s decisions in its 4 November print edition.
Who Was at the Table

The review brought together the country’s top civilian and military leadership. Those in attendance included Deputy Prime Minister Ishaq Dar, Interior Minister Mohsin Naqvi, Finance Minister Aurangzeb, Planning Minister Ahsan Iqbal, Economic Affairs Minister Ahad Cheema, KP Governor Faisal Karim Kundi and the KP chief secretary, alongside senior military officials and federal ministers.
Governor Kundi gave the meeting a detailed briefing on the measures taken so far by various provincial government departments. The meeting had been previewed a day earlier as a major review of the overall situation, with Geo News reporting that the prime minister had summoned federal ministers, senior military officials and the KP governor to review decisions concerning the province and their implementation.
The Rs160 Billion KP Package Under Review

Alongside the security decisions, the meeting reviewed progress on the federal government’s Rs160 billion package for Khyber Pakhtunkhwa. The programme — titled “Badalta, Nikharta, Mazboot Khyber Pakhtunkhwa” (a changing, flourishing and strong KP), according to 24 News — forms part of the centre’s development push for the province.
Participants also reviewed the law and order situation in 12 districts of the province and assessed the performance of the Area Representative and Development Council (ARDC), the body coordinating development and administrative work on the ground.
Why Khyber Pakhtunkhwa — and What Comes Next

KP remains the front line of Pakistan’s fight against militancy, and emergency measures are in force in 12 districts of the province. The federal government imposed a state of emergency and governor’s rule in KP on 11 October, a move the PTI has challenged in court — the Peshawar High Court has issued notices to the Attorney General on the petitions and adjourned the hearing to 10 November.
Separately, media reports said security forces killed 17 terrorists in two intelligence-based operations in Balochistan’s Kachhi and Kharan districts, describing them as India-backed, with one soldier martyred — according to khabr.pk, citing Daily Pakistan.
What to watch now: the first results of the expanded IBO campaign, the Peshawar High Court hearing on 10 November, and how quickly the Rs160 billion package reaches the districts under review.
