Pakistan’s Ignite NICs Win Global Award in London

Pakistan’s startup ecosystem has earned a major international honour, as Ignite – National Technology Fund’s National Incubation Centers (NICs) Program took first prize in the Digital Policy & Regulatory Excellence category at the Commonwealth Telecommunications Organisation’s CTO Digital Excellence Awards 2026 in London.

The recognition, presented during the CTO’s 125th anniversary celebrations and widely reported by the Pakistani technology press on November 2, 2026, places Pakistan’s national startup incubation program on a global stage — singling it out among the organisation’s 56 member countries for the way it supports entrepreneurial growth and digital development.

The award honours the NIC Program’s role in building an innovation ecosystem that turns young founders’ ideas into real businesses, and it has been welcomed across the country’s technology community as proof that Pakistan’s digital policies are now being noticed well beyond its borders.

What Pakistan Actually Won in London

At the CTO Digital Excellence Awards 2026, Pakistan’s National Incubation Centers secured first prize (gold) in the Digital Policy & Regulatory Excellence category — an award that recognises outstanding policy and regulatory initiatives that advance digital transformation.

But the NIC award was only part of the story. Pakistan also secured a Silver (runner-up) position in the 21st Century Government / E-Government Initiatives Excellence category for its project on transforming government relief delivery through digital transformation, and a Bronze (finalist) spot in the Digital Policy & Regulatory Excellence category for integrated spectrum governance reform.

That made Pakistan the only one of the CTO’s 56 member countries to win recognition for all three of its entries across two major categories — a clean sweep that the country’s technology press has described as a genuine, verifiable achievement worth real pride. The results were first announced through the Ministry of Information Technology and Telecommunication’s official statement in early October, ahead of the gala celebrations in London.

The National Incubation Center program is Pakistan’s flagship startup incubation initiative, run as a public-private partnership between the Ministry of Information Technology and Telecommunication, the Ignite National Technology Fund and university and industry consortium partners. Founded in 2016, it now operates a nationwide network of regional centers in Islamabad, Lahore, Karachi, Peshawar, Quetta, Hyderabad and Faisalabad.

Through this network, the NIC Program offers startups structured incubation, mentorship, business development support, industry connections and access to potential investors. By bringing together public investment and private-sector expertise, the program helps bridge the gap between innovative ideas and commercially viable enterprises.

Significantly, the London award recognises not a single startup or founder but the policy and institutional framework behind the entire network — the regulatory design and institutional leadership that allow incubation to function at national scale. That is what set Pakistan’s entry apart for an international panel evaluating digital policy frameworks from around the world.

Leadership Behind the Win and What Comes Next

The recognition highlights the strategic leadership of Federal Minister for Information Technology & Telecommunication Shaza Fatima Khawaja, whose focus on digital transformation, entrepreneurship and institutional collaboration has reinforced Pakistan’s technology development agenda.

Her emphasis on empowering young innovators, strengthening the startup ecosystem and creating opportunities in the digital economy aligns with Prime Minister Shehbaz Sharif’s vision of a digitally empowered Pakistan — and the international distinction underscores the importance of sustained policy commitment and effective public-private collaboration.

For Pakistan, the award is more than a trophy. It offers an opportunity to build further momentum through stronger industry partnerships, greater investment linkages and continued support for technology entrepreneurs. As the country pursues its digital transformation agenda, the success of the NIC Program stands as an encouraging example of how strategic public-sector initiatives can help unlock private-sector potential — and turn the ingenuity of Pakistan’s people into enterprise, innovation and economic opportunity.
